Linda H. Scruggs, a highly respected figure in the field of HIV advocacy and education, has devoted over three decades to championing the rights and well-being of individuals living with HIV/AIDS. Her journey as an AIDS educator, activist, and visionary leader has left an indelible mark on both national and international levels.

Linda's involvement in the HIV/AIDS community began as a women's health advocate at Johns Hopkins University (former Moore Clinic) after her own HIV diagnosis in 1990. Throughout the past 30+ years, she has tirelessly worked to eradicate stigma and discrimination against those living with HIV/AIDS. Her dedication is driven by a profound commitment to ensuring that every person with HIV has access to comprehensive care, cutting-edge research, and the resources needed for a personalized and high-quality life.

In 2012, she co-founded Ribbon Consulting Group, LLC, initially a private-public health consulting firm centered on HIV and AIDS. In 2019, the origination evolved into "Ribbon – A Center of Excellence," a prominent nonprofit organization headquartered in Largo, Maryland, near the nation's capital. Under her co-leadership, Ribbon has gained national recognition for its role as a catalyst for change. The organization facilitates engagement with policymakers, government agencies, and national HIV organizations, bolstering its ability to address HIV-related challenges and health disparities nationally and upon request internationally.

Furthermore, Ribbon has earned distinction as a key convener and thought leader, offering initiatives in organizational development and policy advocacy. Their reputation as a premier provider of skill-building training, technical assistance, sustainable organizational growth, and leadership development has made them sought-after across the United States. Central to Ribbon's mission is the commitment to combating racial and social disparities that disproportionately impact vulnerable communities, obstructing their access to health and prosperity. At Ribbon, Linda seamlessly integrates her lived and living experiences with HIV, substance use, and mental health into a broader public health and policy framework. This unique perspective empowers her to foster transformative change within communities, ultimately leading to improved health outcomes for individuals living with HIV.

Linda's accomplishments are nothing short of remarkable. In 2010, she received an Honorable Mention from President Barack Obama, recognizing her extraordinary contributions. Her status as a plenary speaker at the International AIDS Conference in 2012 solidified her position as an influential voice in the field. Presently, Linda serves as the Board Chair of The Well Project's Board of Directors and is a member of the Board of Directors for Sisters Together and Reaching in Baltimore, Maryland. In January 2024, bestowed with an honorary Doctorate of Humane Letters (DHL) from Breakthrough Bible College & Theological Seminary for her commitment to service and teaching as an Evangelist of the teaching of Jesus Christ.

In essence, Linda H. Scruggs has dedicated a significant portion of her life to elevating the health and rights of individuals living with and vulnerable to HIV. Her influence resonates within policy circles, healthcare systems, research communities, and the very neighborhoods where these individuals live and thrive.
